2 of 4 charging stations are operational. The two non-functional chargers display a "please wait" message, but the other two work great. The 4 stations are spaced such that they cover 8 parking spaces, most of which were ICEd when I visited, despite good signage. I found that a fee IS charged to park during the daytime, I'm not sure why the original poster said that it's free. I had to pay $2/hour to park in the garage, but charging is free (well, until Blink changes the fee structure in a few months anyway) once you are in there. Also, please note that partial hours are rounded up and you'll be charged for the next full hour.
